The Bay of Plenty Regional Council is seeking a suitably qualified civil construction contractor to deliver Stage 4A of Whakatāne Project Future Proof, a key component of the ongoing flood resilience improvements along the lower Whakatāne River.

Stage 4A is located adjacent to the Whakatāne Boat Ramp and will replace and upgrade a section of the existing flood defense network while maintaining flood protection throughout construction. Contractors will be required to demonstrate robust construction methodologies that ensure flood protection can be reinstated to existing levels should a flood risk be forecast during the works.

Briefly, the physical works include:

• Location, protection and management of all existing services during construction.
• Establishment of the work site, temporary access arrangements, environmental controls, laydown and stockpile areas, and traffic management.
• Site clearance, including removal of vegetation, obstructions, existing pavement, kerb and channel, sections of existing floodwall, and associated water services.
• Excavation and pavement reconstruction works, including new kerb and channel, concrete surfaces, footpaths and associated reinstatement.
• Removal, relocation and reinstatement of existing water supply infrastructure and associated pipework.
• Construction of a new floodwall, including excavation, reinforced concrete footings, stitch pours and installation of precast floodwall panels.
• Design, fabrication and installation of flood gates at vehicle access locations to maintain flood protection continuity.
• Construction of service penetrations and associated seepage control and drainage measures through the flood protection structure.
• Relocation and reinstatement of streetlight poles, services and associated infrastructure.
• Earthworks, topsoiling, landscaping and full site reinstatement.
• Working alongside the public, boat ramp users, nearby businesses and stakeholders to minimise disruption throughout construction.
• Preparation and submission of as-built information, quality assurance records and all contract documentation required for completion and handover.
• Associated project management, environmental management, health and safety management, site supervision and all other works described or implied in the contract documents
