South Wairarapa District Council (SWDC) is going to the market for its 3 Waters Operations, Maintenance and Reactive Renewals Contract. The process will be a two-staged open market process with Registration of Interest (ROI) then Request for Proposal (RFP) This ROI is the first formal step in the process and is intended to be of minimal effort for respondents and allow the Council to create a short list of suitable suppliers to invite to enter the RFP process. SWDC currently manages its capital and renewal programmes in-house and the rest of the services are provided by Wellington Water Limited (WWL). These include: treatment plant operations and maintenance: reticulation operations, maintenance and reactive renewals: peripheral services. SWDC have been advised that WWL will cease to exist from 30 June 2026. As part of Local Water Done Well, SWDC’s water operations will become part of Wairarapa Tararua Water (the three Wairarapa councils and Tararua District Council). There will be a period after 1 July 2026 until Wairarapa Tararua Water is fully functional. This contract is to provide the operations, maintenance and reactive renewals for the period until Wairarapa Tararua Water is ready to take over the services. The contract with the successful party will be novated to Wairarapa Tararua Water at some point. The minimal initial contract term is two years and potentially up to four years. In the RFP, SWDC will request prices for 2, 3 & 4 years and SWDC will review what is the optimal term to line up with contracts that the other Wairarapa Tararua Water councils have. It also provides stability for SWDC while Wairarapa Tararua Water is set up and becomes fully operational. The contractor must be able to supply all the Services in scope and the contract is with one lead contracting party (not some sort of joint venture). Responses may include multiple parties, but there must be a lead contractor as part of the proposal, with others sub-conttracting as part of that contract.
