Nelson City Council is seeking proposals from suitably qualified and experienced housing providers/agencies, with a local presence in the housing/support sector, to provide emergency or temporary housing solutions for vulnerable women, especially (but not exclusively) those with dependent children. We are looking for non-permanent options so that participants can then progress to more sustainable housing options over time. Funding of up to $250,000 (ex GST) is available for this project as a one-off amount and this amount can be spent across a timeframe that makes sense for the proposed solution (with a maximum contract term of five years). Proposed solutions could include capital or operational expenditure, or a blend of the two. The project timeline is flexible (up to a maximum of five years).
Women, and especially those with children, face specific barriers to maintaining housing. Homelessness, when it occurs, can be “hidden” from view. Community feedback provides a strong case for new or enhanced provision for this group to ensure that this vulnerability is properly addressed.
We are looking for a respondent that can clearly articulate a current unmet need in the emergency/temporary/transitional housing space for women and explain how their proposed response meets the articulated need in a sustained, enduring and effective way. Rather than procuring a specific pre-determined solution, Council is asking respondents to articulate the gap in provision that they are aware of and explain how their proposed response will fill this identified gap. Council anticipates that the successful respondent/partnership will leverage additional funds from other sources to establish an enduring solution as part of an existing or planned new project.
