These landfills serve as regional waste disposal sites for municipal solid waste generated across the Nelson
Tasman region, including the Buller district. Currently, York Valley Landfill is the primary facility in use and
will continue to accept waste until its current cell, Gully 1, reaches capacity - originally projected for 2034 or
until the expiry of its existing resource consents.

In recent years, the Nelson Tasman Regional Landfill Business Unit (NTRLBU) has made substantial
investments to preserve and optimise the available airspace at York Valley. These efforts, combined with
improved waste placement technologies and strong community waste minimisation initiatives, have extended
the landfill’s airspace capacity by an estimated 10 years.

Extending the landfill’s operational lifespan presents substantial economic advantages for the region by
deferring the need to establish a new facility. To formalise this extension, NTRLBU will seek a Closure Consent,
which will both prolong the current operational consent period and define the conditions for the landfill’s
closure.

As part of this process, an Assessment of Environmental Effects (AEE) is required to support the consent
application. This assessment will involve a range of technical studies, which are outlined in the “What We
Need” section.

Rather than commissioning a single provider for the entire AEE, NTRLBU intends to contract experts for each
technical component. This approach ensures that each assessment is conducted by the most qualified
professionals in their respective fields.

There will be two tendering options for each work package:
1. Technical Assessment Provider – responsible for conducting the assessment.
2. Peer Reviewer – responsible for independently reviewing the assessment to ensure it meets the highest
technical standards.

NTRLBU has established an internal project team to coordinate and manage the compilation of these technical
assessments.
