Through this RFP, is to source a skilled SME / SME Team, with proven MRF planning / solution experience, to assist Council through the MRF procurement to appointment phase. The SME scope encompasses
1. Inception and review workshop. Collaborate expectations, success criteria, project roles and responsibilities, documentation formats, timeframes and reporting requirements.
2. Undertake a review of Councils MRF collateral, including (but not limed to) current specifications, contract documents, MRF reports, demand projections etc
3. Complete a current state assessment based on the QLDC collateral and consider / advise what further data should be collected and compiled to inform the intended procurement activity.
4. Build a whole of life (40 yrs) MRF cost model accounting for the different model permutations, including full capital and operational expenditure profiles, based on different options / permutations and rates models, etc. This in turn must enable comparisons between different tender options.
5. Provision of a comprehensive set of Principal Requirements that details all required levels of service (LoS), performance requirements and technical standards. QLDC anticipates this will encompass the following:
a. Demand profiles and volume forecasts
b. Material sorting and separation specification requirements
c. Recycling targets and commitments
d. Level of service expectations for ‘service only’ options
e. Compliance requirements
f. Technology requirements
g. Service levels
h. Consolidation expectations to achieve alignment with kerbside collections and other existing operations
i. Timeframes
j. Standard specifications as required including civil, structural, process, mechanical, electrical and control.
6. Feedback and recommended updates on potential Contract Form documentation (Special Conditions and Schedules).
7. Support the EOI evaluation process and the subsequent RFP document sets. Technical Evaluator for the EOI (mid-October – mid November 2025) evaluation session (review submissions and scoring). Ensure the RFP available to the shortlist is targeted to extract the best appropriate response from the shortlist.
8. Support with the Tender Evaluation Criteria attributes compilation support for the RFP stage (demonstrated track record, capacity and skills, resources required etc), and tender queries/notices support through to final RFP evaluation-negotiation and appointment.
