Kāinga Ora is the largest residential landlord in New Zealand with a total managed stock of more than 78,000 homes, serving almost 200,000 social housing tenants and their whānau. The organisation’s land and other assets portfolio, valued at $46.3 billion as at 30 June 2025, stands as one of the government’s most significant assets.

Kāinga Ora is seeking to undertake a Technology Modernisation Programme to address fundamental challenges in its technology footprint, which are impacting efficiency, service delivery, and cost-effectiveness. The Programme is a key part of the delivering the Cabinet-approved Reset Plan and wider Kāinga Ora Strategy. It will modernise and adopt industry best practices for processes and technology to drive organisational efficiencies and create the platform and opportunity for further transformative change in the future. The Programme is highly aligned to Kāinga Ora and the wider government digital strategies. Technology Modernisation will enhance efficiency, improve the quality of our data and decisions, and put digital tools and services in the hands of our customers, our people, and our partners.

Kāinga Ora will adapt the business to align to industry standard practice, which when considered from a technology perspective, we want the technology to lead our day-to-day activities, rather that process driving the technology.

Kāinga Ora has agreed on an industry vertical architecture pattern, i.e. platforms that are purpose-built to support the end-to-end operations of a social housing provider, as the preferred way forward. Kāinga Ora have been testing this approach against other social housing sites, product reviews, and through detailed domain analysis.

We need a solution that integrates tenancy management and operational asset management into a single, cohesive system, designed to reflect the regulatory, service delivery, and portfolio management needs of a public landlord and large-scale asset owner.
