The Department of Corrections (Corrections) will shortly release a Request for Proposal (RFP) for design and construction services to deliver High Security Prison Units (HS Units) at up to three sites in its nationwide prison network. Anticipated release will be in the next few weeks, pending appropriate approvals.
Corrections requires a competent design and construction partner to deliver three HS Units at sites within the Corrections men’s prison network. Each HS Unit is expected to comprise 80 high-security cells, along with ancillary buildings, exercise yards and perimeter fencing. The design and construction approach for each of the three HS Units is to be identical excepting the foundation design (if required, to allow for geotechnical conditions) and exercise yard layouts (if required, to allow for site constraints). Infrastructure, enabling and early works, initial site clearance and ground improvement for each HS Unit are intended to be delivered under separate contracts. All three HS Units are required to be operational by December 2026.
The speed of the programme requires an appropriately experienced team (engaged via a single contracting entity) comprising, at a minimum, a main works contractor, architect and multi-disciplinary engineering firm(s).
Respondents must:
Be experienced in delivering multiple ‘$50 million plus’ projects across multiple geographies under a contract model as proposed above.
Be capable of providing a detailed delivery methodology setting out how they will achieve the design and construction programme.
Have a proven record of client collaboration and solution-based (as opposed to claims-based) approaches to programme success.
Have demonstrable experience in delivery of design and construction projects of a similar or larger size and complexity within an operational prison, or similar security sensitive 24/7 institutional facility, environment.
