This Request for Proposals is issued jointly by Hamilton City Council and Waikato District Council.
In July 2025, Hamilton City and Waikato District Council officially established a joint publicly-owned water services company, called IAWAI – Flowing waters. This council-controlled organisation (CCO) has responsibility of the water meters investigations for any decisions at Chief Executive level or below.
By 1 July 2026, both councils will have transferred the responsibility to build, manage and maintain drinking water and waste water services to the CCO.
This procurement has been designed as a multi-stage process:
• Stage 1 - Request for Information (completed in June 2025)
• Stage 2 - RFP for pilots (the subject of this procurement)
• Stage 3 - RFP for full installation (pending)
In this stage of our procurement process (Stage 2), we are separately procuring components of an end to end water metering and management solution, for pilot purposes and due diligence.
The components are hardware (meters and peripherals), hardware installation services, plus software and software implementation services.
You may respond to 1 or all of the components.
By responding to each component, you are accepting that we may choose to award components separately.
The key outcomes from this Pilot (Stage 2a and 2b) will be to inform us of available metering products, how they work in our environment; plus supporting technology, networks and cost.
This is an extraordinary opportunity to help positively shape community perceptions around water use, and the sustainable management of water, within the Waikato.
This RFP closes at 2:00 pm on Wednesday, 29th October 2025 and are to be uploaded to the electronic tenderbox on the Government Electronic Tender Service - GETS ([REDACTED]
