This Advance Notice is issued to give the construction market early visibility and time to prepare for the tender process. It does not form part of any future tender or contract documents. This is not the commencement of a tender process or a registration of interest.
Project Overview
The project will involve construction works including:
• Refurbishment of an existing laboratory including demolition works and structural alterations to the roof. Approx. 105m2 footprint; maximum height 6m. Estimated project cost $3.3M.
• Delivery on a live site
• Coordination of multiple trades and subcontractors
• Compliance with all relevant building, safety, and quality standards
Scope of the Lead Contractor Role
The Lead Contractor will be responsible for:
• Overall construction management and site coordination
• Managing the programme, sequencing, and subcontractor activities
• Health & Safety leadership and compliance
• Quality assurance and construction monitoring
• Cost control and reporting
• Working collaboratively with the client, consultants, and stakeholders
• Delivering the works to specification, budget, and agreed timeframes
Indicative Procurement Timeline
• Advance Notice published: December 2025
• ROI: January 2026
• RFP / Tender release: Early March 2026
• Contract award: Early April 2026
• Construction commencement: April 2026

Supplier Requirements (Indicative)
Respondents will likely need to demonstrate:
• Proven experience as a Lead Contractor on similar construction projects appointed under NZS 3910
• Strong Health & Safety performance (e.g., SiteWise, Totika, or equivalent)
• Capacity and capability to deliver within the project timeframe
• Robust quality management systems
• Demonstrate competence in managing documentation processes
• Financial stability appropriate for the scale of works
