The Ministry is seeking to identify supplier(s) to deliver an adaptive online tutoring tool to support the delivery of the Year 7 & 8 Maths and Pāngarau Acceleration Programme (MAP) which will be introduced from 2026. The Year 7 & 8 MAP aims to accelerate Maths or Pāngarau learning for Year 7 & 8 students who need additional support to access Phase 3 of learning of NZ Curriculum or Te Marautanga o Aotearoa (TMoA). The initiative aims to reach more than 20,000 Year 7 and 8 students per year.
The MAP will comprise of 2 delivery models: In-Person, and Hybrid; the online tool sought through this procurement will support the Hybrid model.
Suppliers can bid to provide services for either or both of these programmes, and there is a separate response form for each of these. Any supplier responses for Maths Years 7-8 and Hāpai Pāngarau Tau 7-8 will be considered and scored on their own merits – i.e. there is no additional benefit in submitting for one or both – but suppliers who submit for both will be asked to outline the impact on their bids if they were to be successful in both responses.
We are looking for suppliers that can supply an online adaptive tutoring tool that will support the Hybrid Model of MAP. One supplier will be sought for Maths Years 7-8, and another supplier sought for Hāpai Pāngarau Tau 7-8. These suppliers may be the same, but separate responses, evaluations and contracts will be undertaken.
We need suppliers to demonstrate in their presentation how their offering meets the following criteria;
• is visually appealing, and easy to navigate
• ensures appropriate measures are in place for children’s online safety
• includes contexts relevant to Aotearoa New Zealand
• provides Maths and/or Pāngarau content at a level appropriate for the intended audiences (Years 7-8), as well as clear explanation/instructions, interactive elements and encourages problem solving
• supports students learning through scaffolded support and feedback
• allows teachers and Kaiako to manually assign tasks/work in the tool to students of similar levels
• allows for whānau engagement and support in students’ learning, e.g. sharing updates on learning progress
• facilitates data reporting, such as engagement and improvement metrics
• provides training and ongoing technical support for teachers and kaiako
