The New Plymouth District Council (NPDC) is undertaking a critical infrastructure upgrade to enhance the resilience of the Mangati Wastewater Pump Station, located in Bell Block, New Plymouth. This upgrade involves the design and installation of new underground emergency storage tanks to improve system reliability and environmental protection during peak flow events or operational disruptions.
The primary objective of this procurement process is to engage a suitably qualified civil infrastructure contractor with the proven capability and capacity to deliver both engineering design and construction services.
The selected contractor will be responsible for providing a comprehensive solution that meets NPDC’s technical, environmental, and operational requirements. The work must be completed by 30 June 2027.
The Council intends to adopt a design-and-build delivery model for this project. The successful contractor must be capable of delivering the full scope of works, with the design component provided either in-house or through a partnership or subcontracting arrangement.
Demonstrated experience in civil infrastructure, particularly in water and wastewater facilities, is essential.
The contractor must also have a proven track record in installing assets within deep excavations, with strict adherence to environmental compliance standards.
Given the site’s cultural significance to the local iwi and hapū, the Council is seeking a contractor who can foster a collaborative working relationship and meaningfully incorporate cultural considerations throughout the project lifecycle.
